This shift marked a return to processual thinking – examining not just what cultures looked like, but how and why they changed.
Julian Steward and cultural ecology
Julian Steward revolutionized anthropological thinking by introducing the concept of cultural ecology, which examines how human societies adapt to their natural environments. Rather than viewing culture as something that develops independently of environmental constraints, Steward argued that the relationship between people and their environment fundamentally shapes cultural institutions, social organization, and technological systems.
The core-periphery model of culture
Steward proposed that cultures consist of different levels of integration. At the core are those cultural elements most directly related to subsistence and environmental adaptation – what he called the “cultural core.” This includes technology, economic systems, and social arrangements directly tied to making a living from the environment. Surrounding this core are secondary features that, while important to the culture, are less directly constrained by environmental factors, such as art, religion, and recreational activities.
This model helps explain why some aspects of culture change rapidly in response to environmental pressures while others remain relatively stable. For example, when the Shoshone people of the Great Basin encountered new economic opportunities through contact with European-Americans, their subsistence strategies and social organization changed dramatically, but many of their spiritual beliefs and artistic traditions persisted.
Multilinear evolution
Perhaps Steward’s most significant contribution was the concept of multilinear evolution. Unlike the unilinear evolution proposed by earlier theorists, which suggested all societies progress through the same stages, multilinear evolution recognizes that different societies can follow different evolutionary pathways depending on their specific environmental and historical contexts.
Adaptive radiation: Just as biological species diversify to fill different ecological niches, human societies develop diverse cultural adaptations to different environments and challenges.
Convergent evolution: Societies facing similar environmental challenges may independently develop similar solutions, even without direct contact.
Parallel evolution: Related societies may develop along similar lines due to shared cultural foundations and comparable environmental pressures.
This framework allowed anthropologists to study cultural evolution without imposing value judgments about which societies were “more advanced” or “primitive.”
Leslie White and the energy theory of cultural development
While Steward focused on the relationship between culture and environment, Leslie White approached cultural evolution from a different angle – the harnessing and utilization of energy. White argued that the key to understanding cultural development lay in examining how societies capture, transform, and use energy to meet their needs.
White’s law of cultural evolution
White formulated what became known as White’s Law: Culture = Energy ร Technology. This deceptively simple equation suggests that cultural development is directly proportional to the amount of energy harnessed per capita per year, multiplied by the efficiency of the technological means used to harness that energy.
According to White, human societies have progressed through distinct energy stages:
Human energy stage: Early societies relied primarily on human muscle power, limiting their potential for cultural complexity.
Agricultural revolution: The domestication of plants and animals dramatically increased available energy, allowing for population growth, specialization, and more complex social institutions.
Industrial revolution: The harnessing of fossil fuels represented another quantum leap in available energy, enabling unprecedented levels of cultural complexity and technological development.
Implications of energy theory
White’s energy theory provided a materialist explanation for cultural change that could be tested empirically. By measuring energy consumption and technological efficiency, anthropologists could make predictions about cultural development and compare societies across time and space using objective criteria.
However, White’s approach also faced criticism for being overly deterministic and reductionist. Critics argued that culture couldn’t be reduced to simple energy equations and that White’s theory didn’t adequately account for the role of ideas, values, and social relationships in shaping cultural change.
Methodological innovations in neo-evolutionism
One of the most significant contributions of neo-evolutionism was its emphasis on scientific methodology and empirical testing. This recognition of historical contingency prevented their theories from becoming overly deterministic.

Neo-evolutionism laid the groundwork for many contemporary approaches in anthropology, including cultural ecology, political ecology, and evolutionary anthropology. Its emphasis on empirical methods, environmental adaptation, and processual thinking continues to influence how anthropologists study cultural change.
Modern applications of neo-evolutionary thinking can be seen in studies of climate change adaptation, urbanization, technological innovation, and globalization. The framework provides valuable tools for understanding how contemporary societies respond to rapid environmental and technological changes.
However, neo-evolutionism has also faced ongoing criticism for its potential to oversimplify complex cultural processes and for sometimes neglecting the agency of individual actors in favor of systemic explanations.
